Hz should be the same but if you get diff speeds BOTH sticks will run at the slowest of the two. 8+16gb of ram is fine, it’s still dual channel. As long as you have two sticks you’ll be in dual channel unless for whatever reason your mobo doesn’t support it
Memory runs better in dual channel mode, and in order to achieve that, you need to install 2 x 4 GB, 2 x 8 GB or 2 x 16 GB, etc. So, if you plan on one day upgrading to 32 GB, by all means, add a 16 GB chip to the 8 GB chip for 24 GB.
